Cannabis is one of the oldest medicines known to man. The Chinese recognized the medicinal and “magical” properties of which many are fond. Ancient Egypt, India, the Middle East and later Europe all have left documents of the uses of cannabis. In the 1700s, an English medical text describes applying hemp to the skin to reduce inflammation, to promote joint health and to dissolve tumors.
George Washington and Thomas Jefferson both grew hemp. The Declaration of Independence was drafted on hemp paper. In 1870, the U.S. Pharmacopoeia listed cannabis as a medicine for various treatments. Cannabis was available over the counter at pharmacies for the better part of the 19th century.

Nearly two weeks after voters overwhelmingly approved Question 2, a measure to decriminalize possession of less than one ounce of marijuana, police groups that have publicly opposed the measure have their own follow-up: Why bother?
Under the law, which will take effect Dec. 4, officers in Massachusetts will issue a fine to individuals in possession of an ounce or less of marijuana instead arresting them.
The question’s approval will put police in a non-enforcement conundrum by forcing them to treat marijuana violations as a lower priority, Boston Police Patrolmen’s Association Area A-1 representative James Carnell said.

The Desert Hot Springs City Council will get no help from a Planning Commission recommendation when it weighs whether to ban medical marijuana dispensaries next month.
The commission tied 2-2 Monday on the contentious issue. Chairman John Gerardi, the tie-breaking vote, did not attend the meeting.
Gerardi had a scheduling conflict, City Manager Rick Daniels said. The commission regularly meets Tuesdays but met Monday because of last week's Veterans Day holiday.
A city moratorium on dispensaries will expire Feb. 7.

Judge S. Dwight Osterud of Perrysburg Municipal Court likes the new option he has of allowing an individual charged with possession of marijuana to undergo an intensive weekend of counseling and education at their expense.
"It's only used for individuals who have no prior record, in other words they made a stupid mistake, which almost all of us make in our lifetime at least once, and it gives them a chance to correct the situation," he said.
Charges are dismissed against those who successfully complete the overnight, weekend program now offered at Nazareth Hall near Grand Rapids by Behavioral Connections of Wood County.

Michigan voters this month overwhelmingly approved the use of marijuana for people with debilitating medical conditions.
The ballot-box victory rings hollow.
Sure, patients can possess and grow small quantities of the drug in Michigan starting on Dec. 4. But how are they supposed to get started without first breaking laws in order to take advantage of the new medical marijuana law?
Federal statutes make sale and possession of marijuana illegal. In Michigan, it's still illegal to sell marijuana.

The Lafourche Parish Council last week soundly defeated a resolution encouraging random drug testing of school employees.
That's good.
What isn't so good is that Councilman Lindel Toups has promised to revive the proposal and make it even broader.
The intentions behind Toups' idea is laudable. We don't want users of illegal drugs educating our children. But interference in the education process -- even through well-meaning resolutions -- isn't a proper activity for the Parish Council, which has more-important issues on its legislative plate.

A court in Kuala Lumpur sentenced two Indonesians to death by hanging for marijuana dealing on Friday. Drug crimes are punishable by death in the country.
Mohammad Idris ( 32 ) and Zainuddin ( 40 ), both from Aceh, were caught trying to sell marijuana at a kiosk in the city in September last year. Local police confiscated 5.7 kilograms of marijuana from them.
Both defendants pleaded not guilty in the charges, claiming they were told by a man call Yan to deliver a bag to the kiosk, and denied knowing what was inside the bag.
The court, however, rejected their defense, saying the defendants were never able to bring Teungku Yan forward as a witness.
